I. GENERAL POLICY
It is the policy of this station not to discriminate in it's employment and personnel practices, to provide equal employment opportunity to all qualified applicants, without regard to race, color, creed, national origin, religion, sex, age, disability or sexual preference in all matters, including recruitment, evaluation, selection, promotion, compensation, training and termination. Discriminatory employment practices are specifically prohibited by the Federal Communications Commission.
To make this policy effective, and to ensure conformance with the Rules and Regulations of the Federal Communications Commission, WDVX has developed an Equal Employment Opportunity Program, which includes the following elements.
II. RESPONSIBILITY FOR IMPLEMENTATION
WDVX's Station Manager is responsible for the administration and implementation of WDVX's Equal Employment Opportunity Program. It is also the responsibility of all persons making employment decisions with respect to recruitment, evaluation, selection, promotion, compensation, training and termination of employees to ensure that the policy and program are adhered to.
III. POLICY DISSEMINATION
WDVX's equal employment opportunity policy will be disseminated to job applicants, employees, and those with whom the station regularly does business. To assure compliance with this requirement, the following steps have been taken:
1) A notice has been placed in all offices and studios informing employees and applicants for employment that WDVX is an equal employment opportunity employer, that discrimination because of race, color, religion, national origin, age, sex, disability or sexual preference is prohibited and that they have the right to notify any appropriate local, State or Federal agency if they believe they have been discriminated against;
2) A statement in bold type has been printed on the station's employment application informing prospective employees that discrimination because of race, color, religion, national origin, age, sex, disability or sexual preference is prohibited and that they may notify an appropriate local, State or Federal agency if they believe they have been discriminated against;
3) WDVX'S Equal Employment Opportunity policy has been posted on the station's website.
4) So that no segment of the community is inadvertently omitted from recruitment efforts, and in order to accomplish broad outreach, the following statement is posted on the station's website, is aired during the station's programming at least once a week and is included in advertisements placed in the classified section of Knoxville's local newspaper:
"WDVX is looking for organizations that regularly distribute information about employment opportunities to job applications or have job applicants to refer. WDVX is an Equal Opportunity Employer and encourages minorities and females to apply. If your organization would like to receive notification of job vacancies at our stations, please notify WDVX in writing at WDVX, P.O. Box 27568, Knoxville, Tennessee 37927.
IV. RECRUITMENT
To ensure that information concerning each full time vacancy is widely disseminated, the following recruitment steps will be taken:
1) Issue a memo announcing the job vacancy to all employees at the station.
2) Promote the job vacancy in on air announcements at least twice each 24-hour period.
3) Advertise the job vacancy in the local newspaper.
4) Utilize a recruitment list, comprised of local nonprofit organizations, institutions of higher learning and professional organizations.
5) At least one time per calendar year, participate in or co-sponsor a career day at an area high school or college.
A deadline will be established for receipt of applications in all correspondence relating to the job vacancy. The time frame allowed will be flexible, but never less than two weeks from date of posting or notification.
V. PROMOTION AND ADVANCEMENT
It is WDVX's policy to offer promotions of employees in a nondiscriminatory fashion without regard to race, color, religion, national origin, age, sex, disability or sexual preference to positions of greater responsibility. The EEO policy administrator will be responsible to ensure compliance with this requirement and will insure that:
1) Those who make decisions on placement and promotion are instructed regularly that all employees are to be considered without discrimination.
2) The station will give all employees equal opportunity to apply for positions.
3) The use of selection techniques or tests that have the effect of discriminating against any person based on race, national origin, color, religion, age, sex, disability or sexual preference will be avoided.
4) Senior managers inquire as to the interests and skills of lower paid employees with respect to any of the higher paid positions, followed by assistance, counseling and effective measures to enable employees with interest and potential to qualify themselves for such positions.
5) The opportunity to perform overtime work is assigned on a nondiscriminatory basis.
6) Seniority practices are reviewed regularly to ensure that such practices are nondiscriminatory.
7) Rates of pay and fringe benefits for employees having the same duties are commensurate, and any inequities based upon race, national origin, color, religion, age, sex, disability or sexual preference are eliminated.
VI. ANALYSIS OF EQUAL EMPLOYMENT OPPORTUNITY EFFORTS
It is WDVX's policy to analyze annually the results of the measures undertaken to recruit, hire and promote individuals and to identify and evaluate any difficulties encountered in implementing our equal employment opportunity program with the goal of improving our program to the extent necessary. To assure compliance with this requirement, a written report will be submitted in November of each year to the station's board of directors for review.
